The Consulate is open and accepts applications for consular services on an appointment basis for passport renewal/new passport and dual citizenship. Furthermore, we also process the following by mail: |

a. |
Extension of passport validity (for passports that are still valid; expired passports can no longer be extended); |
|
|
b. |
Travel Document (this may be issued in lieu of a passport, especially for urgent/emergency travel); |
|
|
c. |
Visa |
|
|
d. |
Civil registration (Report of Birth, Report of Marriage, Report of Death/Mortuary Certificate) |
|
For legal/notarial services (e.g. SPA), applicants are advised to secure an Apostille Certificate from their respective State Secretary. |

At the moment, all foreign nationals (including former Filipinos) are not allowed entry in the Philippines. Only Filipino nationals and certain foreign nationals who belong to the exemption will be allowed entry. Following are the foreign nationals exempted from the restrictions (under IATF-EID Resolution No. 60): |

Foreign spouse of a Filipino national; |
|
|
b. |
Foreign minor child or child with special needs of a Filipino national; and |
|
|
c. |
Foreign parent of a Filipino minor child or child with special needs. |
|
Those who fall under the above categories should apply for a visa and must present proof of marriage or birth certificate.
Filipinos who will travel to the Philippines must present a valid Philippine passport, or a Travel Document, or an original Identification Certificate (dual citizenship document) or Certification of Retention or Re-Acquisition of Filipino Citizenship issued by the Bureau of Immigration. |

Former Filipinos who wish to travel to the Philippines but do not belong to the exemptions listed above, may opt to apply for dual citizenship. But please note that currently the appointment slots are fully booked. However, they may send in advance their application by email to dual@hpilippinessanfrancisco.org, with their completed application form, copies of documentary requirements, and contact details, for pre-evaluation. The pre-evaluation of documents, however, does not automatically guarantee an appointment slot. But this process can already allow an advance review of the documents so applicants could be advised if their requirements are in order before coming to the Consulate. |

Dual citizenship applications are done in person and cannot be done by mail since the applicant is required to sign before the presence of a consular officer. They also need to take an oath. |
